BIO: Doug Bullock currently serves as the Associate Vice President of Human Resources for Utah State University. His responsibilities as head of HR include oversight of benefits, wellness, compensation, training, organizational development, employee relations, HRIS, policy development, and employment issues for approximately 4,000 benefited employees and upwards of 10,000 total employees including part-time and student labor. During his time at USU, he has implemented change management on the HR team to automate several paper processes, reinstitute and refine the leadership development and performance management programs, evolve the compensation strategy, and move the mindset from a transactional to transformational HR.

Doug’s career in HR covers over 25 years in both public and private sectors beginning in the state of Idaho at the Department of Health & Welfare. Two years later, Doug was selected as head of HR for a new state agency, the Department of Juvenile Corrections (DJC)—the first new state agency in 25 years. He served as a member of the Agency Director’s Management team in the central office, where he coordinated with new leadership, the Governor’s office, and the Idaho Personnel Commission (now the Division of Human Resources) on all HR related issues.

After successfully serving Idaho State for over 10 years, Doug moved to the private sector joining Blue Cross of Idaho as the HR Director. Along with a high performing HR team, Doug helped Blue Cross of Idaho obtain the number one market position in Idaho, growing to a $2.5B company with approximately 1,000 employees. While there, he directed all aspects of day to day HR including benefits, recruiting, training and organizational development, employee relations, change management, policy development, leadership development, HRIS, onboarding, and compensation.

Doug has served on several boards including: the Human Resource Association of Treasure Valley (HRATV), Southern Idaho Compensation and Benefits Association (SICBA), Employer’s Health Coalition of Idaho (EHCI), Idaho Association for Affirmative Action (IAAA), and Idaho Liaison Group (ILG). He also enjoys membership in SHRM and CUPA-HR at both the national and local levels.

Doug earned his Bachelor of Business Administration from Idaho State University with an emphasis in HR. He obtained his Master of Business Administration from Boise State University with an emphasis in Instructional Performance Technology. He holds his SPHR and CCP professional certifications as well as being certified in Change Management through PROSCI. He is passionate about helping his team and others achieve better solutions through better change management.
